i though max velocity, especially on something so small, would be limited by the mass of said projectile.

sure, the gas is providing the energy to accelerate the projectile but its not unlimited. there is a point when more gas will not create more speed due to the limitation of mass. and, considering the projectile is so damn small, i would not be surprised if the powder propellant in the brass could exceed this.
